Portland Communications, a well-known public relations company founded by Tim Allan, who is also Keir Starmer’s communications chief, has been implicated in orchestrating covert edits to Wikipedia pages to cast clients in a more favorable light. An investigation by the Bureau of Investigative Journalism (TBIJ) revealed that between 2016 and 2024, Portland outsourced Wikipedia edits through a network of editors allegedly controlled by a contractor working on its behalf. These so-called “black hat” edits, sometimes referred to as “Wikilaundering,” involved subtle modifications such as burying critical information, replacing negative references with positive ones, and downplaying unfavorable news about clients including the state of Qatar.

The investigation found that many edits between 2016 and 2021 were conducted by Web3 Consulting, a firm run by a consultant allegedly hired by Portland. This network of 26 Wikipedia accounts was eventually blocked by volunteer Wikipedia editors after their activity was scrutinized. Some of the edits aimed to improve Qatar’s image by removing references to critical reporting ahead of the 2022 World Cup, while others concealed failures of philanthropic projects linked to Portland clients. Notably, these undisclosed paid advocacy efforts violate Wikimedia Foundation’s terms of use, which prohibit covert manipulations of Wikipedia content.

Portland Communications, founded in 2001 by Tim Allan, a former adviser to Tony Blair, has a history of Wikipedia involvement. In 2012, it openly edited pages for the Stella Artois brand, removing an unwanted nickname, though at that time the edits were claimed to comply with Wikipedia rules. However, former employees told TBIJ that the firm later shifted to contracting out edits to avoid detection. A spokesperson for Portland denied any current relationship with the implicated consulting firm and emphasized adherence to social media guidelines, while a Portland employee described past covert editing as foolish and stated it no longer occurs.

The PR industry generally frowns upon such clandestine Wikipedia editing, with professional bodies like the Chartered Institute of Public Relations (CIPR) condemning intentional deceit and anonymous activities as breaches of conduct. Portland is not a member of CIPR. The rise of AI chatbots and automated summaries has increased Wikipedia’s influence, making such manipulations more consequential. Tim Allan, who left Portland in 2019 and sold most of his shares in 2012, now serves as Downing Street’s executive director of communications.
