This restructuring aligns with TikTok's increasing reliance on artificial intelligence to automate content moderation, with 91% of violating content now removed automatically. TikTok emphasizes that these changes are aimed at improving safety and efficiency through technological advancements.
However, union representatives and labor advocates strongly contest TikTok’s narrative. John Chadfield, national officer for tech workers at the Communication Workers Union (CWU), which represented around 250 of the affected moderators, argues that the layoffs were a clear case of union busting. He highlights the dangerous nature of content moderation, where workers are exposed to traumatic material such as child abuse, executions, and war footage. Moderators have long complained about high pressure, low pay, and insufficient resources, seeking more say in their workflows to better manage the psychological toll of their jobs.
The legal dispute began in August 2025 when the union was preparing to ballot moderators and quality assurance agents from TikTok’s trust and safety team. Shortly after, TikTok announced the restructuring, which put the proposed bargaining unit members at risk of redundancy. Rosa Curling, co-executive director of Foxglove, a tech justice nonprofit supporting the moderators, condemned TikTok’s actions as "appalling," warning that laying off essential safety workers endangers platform users, including millions of children. She criticized TikTok for prioritizing union busting over user safety and worker wellbeing.
TikTok counters that the increased use of AI has significantly reduced moderators’ exposure to graphic content by 76% in the past year, aiming to protect workers while maintaining platform safety. Legal experts like Michael Newman of Leigh Day law firm see the case as a crucial example of workers standing up to large tech companies. Newman cautions against allowing cost-saving measures via AI to overshadow critical safety and labor concerns. The employment tribunal will now consider the claims, potentially setting important precedents for labor rights and content moderation practices in the tech industry.
